The correct path depends on the document. Some private documents — powers of attorney, corporate resolutions, affidavits — must first be properly notarized in Texas with the acknowledgment language the destination country requires. Certified public records, including many Texas birth, death, marriage, court, and other official records, generally follow the issuing-authority or certified-copy process instead of being re-notarized. For eligible Texas documents, the Texas Secretary of State issues the apostille or authentication certificate — not us, and not any notary. An apostille authenticates the signature or seal of the applicable public official for use in another jurisdiction; it does not validate the truth or legal effect of the document's contents.
What country will receive the document? Is that country a Hague Apostille Convention participant? Is the document a private document (needs notarization first) or a certified public record (needs the issuing authority's own certified copy instead)? Who issued the document? Does the receiving agency specifically require an apostille, an authentication certificate, a certified translation, or something else? No — Texas notaries cannot create a certified copy of a vital record. Certified public records like birth and marriage certificates come from the issuing authority (Texas Vital Statistics or the county) directly, not from a notary.
